February 4. 2021. case No RS/PSV/SPEC 00001/2021/SC  Supreme Court of Rwanda Covid-19 and parliaments The Supreme Court of Rwanda held that both parliamentary chambers could hold online sessions during the public health emergency due to the additional risks of personal meetings caused by the global pandemic. On February 3, 2021, the Senate President and Chamber of Deputies Speaker requested  the Supreme Court's permission to conduct virtual plenary sessions due to Covid-19 restrictions  and a Cabinet decision prohibiting physical meetings. The Supreme Court evaluated both chambers' request and recognized the  pandemic and protective measures as force majeure. Therefore, plenary sessions couldn't safely convene in person, so both chambers could proceed virtually in compliance with the law as long as these limitations persisted; resolutions could be also passed with the help of appropriate technological tools.       http://www.xinhuanet.com/english/africa/2021-02/06/c_139725515.htm
