Constitutional Court of Russia Freedom of movement; right to life; separation of powers The Constitutional Court of Russia held that the restrictions on freedom of movement ordered by regional governments during the Covid-19 pandemic complied with constitutional requirements. The Protvino City Court heard a case concerning the violation of quarantine regime ordered by the Regional Government of Moscow during the Covid-19 pandemic. The first instance court dismissed the claim since it considered that regional governments did not have the competence to impose heavy restrictions on fundamental rights. The appellate court remanded this ruling and stated that federal laws provided proper authorization for regional authorities to implement extraordinary limitations on fundamental rights during the public health emergency.
